Abstract:
Analysts argue that former military bases can be redeveloped. However, communities remain skeptical and political opposition to base closures remains virulent. This dissertation examines the political economy of the redevelopment process to ascertain why some projects are successful while others are not. The dissertation consists of case studies of four former Naval facilities which closed in 1974: the Truman Annex in Key West, Florida; the Charlestown Navy Yard and the South Boston Naval Annex in Boston, Massachusetts; and the Hunters Point Shipyard in San Francisco, California. Success is gauged in terms of the creation of jobs, housing, taxes and public amenities. Projects are also evaluated in terms of the pace of development and the attainment of social goals. Institutional and circumstantial factors such as local governmental capacity, intergovernmental cooperation, private sector involvement and investment, federal cooperation and investment, site conditions and real estate markets are examined over a twenty-year period.
